Have not posted much here as you can tell.

So I though an update was in order, if you live in Racine WI  you probably know that the City of Racine voted to loan $$$$ (4.5 Million) to the Developer of Machinery Row  and will buy I understand other property for this development (1 million+) so a City that has no money and must close Community  Centers take down Street lights will spend and maybe get back some of the 6 Million the City of Racine will be spending on this project interesting who will get helped from this. Will it be the Homeless or the Mom trying to feed her kids? Maybe a long term unemployed former   City of Racine Union Worker now out of a job and been looking for one perhaps for years…

This is Racine what do you think?

Remember the old saying do not count your Chickens before they hatch?

From this story looking like it will be sometime before the City of Racine sees any money from becoming Waukesha cesspool, as I call it

At one time stories about how The City of Racine would get 6 Million or so a year by being the Cesspool of Waukesha and this money is badly needed in a City with still the highest unemployment rate in the State  one of the few Number one titles that Mayor John Dickert has been able to obtain for The City of Racine.

From Reading this story looks like the City of Racine has a long wait before dime one shows up from the idea of “Treated” Sewage coming down the Root River.

As the Rico hearing that sets up discovery efforts on the case has come and gone and papers starting to be served next week, ( Oct 2014) this should be very interesting to see what comes out of this over time we need to recall that locally there are efforts to expose what is seen by more then a few a corruption we have this

I understand that documents/letters have been mailed to local and State leadership, as well as the IRS.

Maybe the State will come and see what the noise is all about/ maybe the IRS will ask about Taxes that might be owed?

I do not wnt to even think about how much the legal bills are for them in the RICO Case that are NOT being covered by the city yet alone the bills for anyone not covered by the City.

Could any small business owner afford a lawyer costing $200/$300 an hour? Could you?

Now should  the above cause lawyers to get busy say looking into the issued raised …

 

Let the Gold Rush Begin, are you in line yet?

If I understand right our City Fathers will vote on TIF 18 this week it is expected to pass once this is in place will allow, as I understand events, Machinery Row to move further along. At that time we will see some activity take place perhaps even some constriction happen (Or perhaps like Team Porter’s not so much but what did happen to the money spent on parts of team Porter’s…)

As I understand events no force on Earth can stop TIF 18 too many have too much riding on this Gold Rush such as:

If the Condos get going who will get the Marble contracts?

Who will be the Realtors?

Will any of the Above sit on the Root River Council?

Will they be pals of Mayor John Dickert? Will they have given money to his campaigne?

Will M.J.’s be forced to sell out? If so being a Gas Station who will write Grants looking to fund that part of the massive clean up of Machinery Row?

Think of the Millions flowing into to this project IMHO far more then the 60 some odd Million   talked about in the Racine Newspaper

As you know I am worried that like much of what happens in Racine the Good Old boys will be in line to get some for again IMHO I think that this whole project is to enrich them vs do anything good for the vast majority of the City God forbid that Blacks or Hispanics get jobs from this or inner city kids come away with the idea that in the City of Racine opportunity is open to all.

God not that, next someone might want to open a Bar Downtown that might think that a Hip Hop club might do well in that area! That sure would spoil the Image of Racine being for the rich and White! Can’t have that! Keep away all the Boaters from IL that are pounding on the doors of our Mayor demanding Condos overlooking a dredged Root River flowing faster with 6-8 Million Gals of “Treated Sewage” a day from  Waukesha Oh the joys of Development. 

Might somehow our Mayor be a paid Consultant or perhaps the Lobbing company he worlks for is and he is getting a commission for that connection?   After all this is Racine!

But first we have from:

So I was talking to Mr. X on the phone today, not talked to him for sometime and out of the blue he calls

We chatted a bit talk about the RICO Suit then to the point of the phone call that being what the point of the whole Rootworks was: that being as we saw it Control of Sale of WATER!

Mind you, we thought that Machinery Row/TIF 18 could be the largest case of Land Fraud in the History of the State of Wisconsin when all was said and done but that would pale in compassion to the money to be made over the sale of Water from Lake Michigan should Waukesha  be allowed to buy Water from Lake Michigan and then send “Treated Waist back via The Root River

Right now we are being told that Waukesha will need about 6-10 million Gals a day to just stay the same size and perhaps grow a bit the Water if sent back to Lake Michigan (and the Great Lakes Compact tells us that the water MUST come back) Via the Root Industrial Canal (Formerly the Root River) would generate about 6 Million a year for the Cash Staved city of Racine, then of course, Cities like to grow builders like to build developers like to rip off tax payers I mean develop(I estimate that each year Waukesha loses millions in construction/ taxes until this issues is fixed)   and that mean MORE Water brought from the Lake and treated sewage sent back via   Root Industrial Canal  so perhaps in a few years The City of Racine could get oh 10 Million a year just for allowing this

And for the signators to the Compact the city may be the thin edge of the wedge. The U.S. mid and southwest, particularly those communities and farmlands that have experienced prolonged recent droughts see the water-rich Great Lakes-St. Lawrence River Basin as a prime water resource. Why not divert water from the Basin to population centers like Las Vegas or Phoenix? Why not refill the Ogallala Aquifer with water from the Great Lakes? Why not raise Mississippi River water levels through a diversion canal?

Maybe Racine Under Mayor John Dickert gets a pumping station to start here to pump a few Million to other Cities who need Water maybe to pump the treated sewage back here?

Now Machinery Row costing 68 Million over time political Hacks/Pals of Mayor John Dickert might be able to scam say over time 10% or say 10 Million, but the Water sales Sewage dumping could bring in 6 Million + a year Pipe lines need to go in land may need to be bought etc how much could crooks in Goverment make their pals?

But then there is this from the same Web page …

Poor Waukesha, located in the wrong place when it comes to fighting a water war with the Compact. That’s because Chicago and its waterways which drain into the Illinois River, a tributary of the Mississippi, lie less than an hour to the south. And Chicago has the Asian carp, (seen jumping out of the water on mass in the picture below) an invasive species currently still in the Mississippi watershed that has migrated to within 160 kilometers (100 miles) of the Great Lakes. The Compact, as a result, has become hyper vigilant about any water diversion. Should the Asian carp gain access to the Great Lakes it is seen as having an even more devastating impact than the sea lamprey. And considering how unsuccessful humans have been in stopping alien species from getting to the Great Lakes, there is even greater efforts being put in place to try and succeed just once

So Waukesha is caught in a water war, even though it sits within a state that has a wealth of freshwater. Its application to draw water from Lake Michigan which requires unanimous approval from the governors and premiers of the Compact will likely fail to pass, and Waukesha will have to look elsewhere to solve its water crises

So for now our mayor who got very unhappy news about the RICO case today might be only able to find ways to scam on Machinery Row.

To Whom it May Concern: I am a property owner in the City of Racine, WI (please see letter dated July 18, 2014, enclosed as requested) I am a retired fine artist and purchased my building 15 years ago. Foreword I believe in freedom of information and I have been pursuing the activities of the Root River Council because there are so many questions unanswered regarding the Root River Watershed and the redevelopment the City has been developing and is now introducing as MACHINERY ROW. This is currently being estimated as a 65 million dollar project. At the same time Racine,Wi is #1 in state unemployment and is simultaneously turning off street lights and cutting back essential services. The population is declining steadily. And, we are being told today that the City is at least 6 million dollars short regarding its budget. My interest is and has been focused upon the Root River Council because there appears to more than suggestions of impropriety regarding custodial duties re Ordinance and the Ordinance survey regarding established bulkhead lines re the Root River watershed. New Information State Representative Cory Mason says in his current newsletter for the 66th District that this Machinery Row project has been in the works for nine years. In the same pr statement Cory Mason quotes a Rodney Blackwell who is identified as the overall creative force and head of Financial District Properties. Mr Blackwell is quoted as crediting 4 people responsible for “the high level of collaboration and commitment”: John Dickert/Mayor of Racine; Robin Vos/Speaker of the Assembly; Cory Mason/State Representative District 66: and Jim Ladwig/County Executive. So it sounds good, but what about the collaboration with the taxpayers and residents of Racine? What about their representatives, the alderpeople of the common council, how come we haven’t heard from them? How come these alderpeople are beginning to ask questions like I am asking regarding Machinery Row? And how come we who have been asking to see the 990 forms find there are multiple Root River Councils and missing paper work and contradictory paper work and we don’t know what is authentic and what is not. The confusion for me centers around the bulkhead lines for the Root River Watershed which in April 2013 I requested via Public Information. The process was painful and not satisfactory. And the information I did receive (which was that there is no such thing) makes no sense to me because sometime during 2004 and 2005 I had requested the Root River Bulkhead line survey from the City’s Development Department and received a large detailed copy from I believe Matt Sadowski who is still in Development. I requested this survey in my capacity as secretary of the Historic Sixth Street Business Association which used this survey in its presentations. This Sixth Street Association disbanded in 2004-2005. The Racine Library has a good research room with lots of clippings and historical info yet I found no reference to bulkhead line discussions re the Root River or public discussions. These two steps are required when land usage is being altered. And to the best of my knowledge these steps were not taken. Unbeknownst to me UNTIL NOW is that sometime during the last two years the City through its instrument County Supervisor Monte Osterman and one of his Root River Councils (there seem to be a for profit and a non profit) created something called a Root River Overlay District which was sent for approval to the City Plan Commission and not the Common Council. And then the chairman of the Plan Commission (Brian O’Connell the head of Development) then sent it to a body called Root River Corridor Redevelopment Technical Team, identified by Cory Mason in his newsletter as Vandewalle, a design firm (also not local). This is not following the City’s rules, the state statutes or the constitution of the United States. The public was left in the dark and bypassed along with the alderpeople. The very last time I heard reference to the Root River bulkhead lines was in a presentation circa 2005. Allison Warner mentioned it and putting a task force together of people….most of whom are presently members of the Root River Council. It even appears that the Redevelopment Authority, yet another level of executive appointed members of the community elevated above the public by the Mayor. No one uses the words ‘bulkhead lines’ and no one mentions “Root River Watershed’ because by calling the downtown watershed a ‘corridor’ or a ‘manufactured canal,’ the land usage changes and instead of the public right to access both of the banks of the river, the use of the land is changed and the ownership of the land is changed. It is my believe that the City has no right to sell this land which still belongs to the public because the City did not follow procedure. Instead of protecting the public’s land usage or simply attempting to convince the public that they should give it up, the City just eliminated an Ordinance and its survey for the benefit of whom?? I am asking you to consider investigating further. I believe this land still belongs to the public and that this Machinery Row is about money for others and not for the good of the future of Racine, WI.

More and more and sending letters like this to the IRS and another group who the writer thinks may be of help.

The hope is that someone cares or thinks that this is worth looking into, I myself am letting The Press know about this  who knows what say The New York Times could find out?

To me that is the one thing the Good Old Boys fear the most is others outside Racine asking questions or perhaps getting a Grand Jury interested.

Yes how would Mayor John Dickert deal with a grand jury looking into this at the same time he is fighting the RICO case filed by the Black Bar owner?

 

Super Mob Book review

Reading a great book I found at the Racine Library called Supermob by Gus Russo who has written other Books/Stories on the Mob in Chicago.

In Supermob he write of the history of the Mob in Chicago and the move to LA from the early days to say the early 2000’s not done yet

I just love the history this book talks about the who’s who and the corruption wow the corruption!

One of the aspects of the Book is that sometimes the Justice system takes years but justice does come.

Now in  2014 we have more laws and regulations making it easy for the FBI the IRS and the press to find out what is going on!

As I see it the RICO case with our Mayor and others will help uncover many things going on in this City, County, and perhaps even State.  Laws like this did not exist in the time frame of this book.

Who knows what might be uncovered?

Be interesting to see what we find out in a open court, with this RICO Case, as we wait read this book!

So thinking that I will be joining the ranks of folks asking to obtain copies of the papers/records open to the public as required by law by the Root River Council and posting not only copies of the emails I send but what they send me in return.

With this I will I think get notarized statement of others about the status of the requests of information that they have asked for, as well as the answers  they have received from  Root River Council.

I will post the documents here and perhaps use the papers in a request to have outside groups such as The FBI look at what is going on with Rootworks.

With The refiling of the RICO and claims within, I see many other questions that should be asked, the 990’s + other records will be of help doing so

We also need to keep a list of who is who of the and how of  this Root River Council and how this group may be making money with the idea of pointing out what strangeness is going on with the public’s money and exposing this to not only the voters of Racine but over site groups that could be of help.

First  Question why does it seam so hard to get the 990″s ?

Be interesting to see where this goes to not only the issues on the Black Owned Bars but what other activities the Mayor and his pals are doing.

Will this include Rootworks? Will the Lawyers for the Black Bar owners find information that could have them look into Rootworks/Grants given? Will this information be given to the FBI? The EPA?

With Osterman being from what I read a major Player in the RICO case affect the Root River Council? If so How so?

Might The FBI or IRS get interested?

This does get very interesting very fast.
