Foot Bridge

One of the project I think we will see coming soon is a new foot bridge across the Root River.   I from a distance have seen across the River now. I do not know the shape of the bride if it can be safety used and if it is a location best to be used for foot bridge for the River project. As I see it its in a poor location for foot traffic it connects   as I see it waste land (No business near by). I see it being relocated to nearer the Downtown area so folks using it can get to working businesses.

R/C River Boat

Talking about a R/C  Boat for youth to build and use for water sampling of the Root River and just fun playing with, thinking the way to go be a “Steam” Boat style of the 1880’s on the Mississippi River or I would try for is to build one on the style of the Great Lakes Trade. We  keep forgetting (Me most of all) Racine was and still could be an Harbor and Harbor City.

I have noted that more youth can be involved in a project the more they have fun with it and the more they can learn from it.   So many of the choices  from type of ship to the name and what experiments to undertake would be up to the youth (and often men can act like kids having a good time) and that’s something to be in the forefront to have fun while learning

Open Records

Back when I was in High School (Madison West 76!) Nixon was in Charge with Watergate, the Pentagon Papers, and the rest. An idea came about that Government information  should be open to everyone since after all we are the Government. Even being active in the GOP as I was then (and Collage Republicans After) I agreed that only if the voters had the best info going could they vote in an intelligent way.

The Press too needed open records so they could report on what was going on around them. Very hard to expose corruption if records  showing what is going on cant be seen.

I know that many Blogers around the county have used Open Records to show what may be going on in Cities/Towns around the County. I understand that Racine Uncovered has used Open Records to find out information that IMHO The Good old boys rather not have us know like how much Mayor Dickert’s Legal Bills have cost us so far.

Before this effort of mine is over my guess is I will have an understanding of in and outs of how Open Records work

EPA Grants for the Root River as of 3/8/12

The EPA grants that I can find given to the City of Racine for the Root River (Brown Fields mostly)

EPA 560-F-128-095   EPA ID Number

200K for hazardous substances
$200,000 for petroleum

From the EPA Notice:

“The City of Racine was selected to receive two brownfields assessment grants. Located in southeastern Wisconsin along Lake Michigan, Racine (population 80,100) has a long manufacturing and industrial history. During the last several decades, declines in the industrial sector have led to plant closings, job losses, and increased poverty rates. Vibrant industrial facilities were left idled. There are more than 300 brownfields in the city, including some as large as 20 acres, commonly located in and near residential areas. The 14.2 percent unemployment rate is the second highest in the state, and the median household income is lower than the state and national medians. The city plans to focus assessments in the Root River Corridor in the heart of downtown Racine. Assessment of brownfields will help the city develop a comprehensive plan for the target area and remove the negative stigma attached to properties. Assessments are expected to provide information to facilitate additional funding for cleanup and redevelopment.”

EPA Id Number EPA 560-F-10-182 (Loan Program)

Amounts 750,000 for hazardous substances
$250,000 for petroleum

From the EPA Notice

The grant will be used to capitalize a revolving loan fund from which the City of Racine will provide loans and subgrants to support cleanup activities for sites contaminated with hazardous substances and petroleum.

Grant award notice from the City of Racine

From the City’s page

“EPA announces the City of Racine is awarded a 2011 Site Assessment Grant, $400,000, to inventory, characterize, assess and conduct planning and community involvement related to brownfield sites.  Included in the grant award is an allotment for the creation of an area-wide plan for the Root River ”

This is IMHO where the money is coming from to pay for the work  done by Vandewalle  I believe that this is how some members  of the Root River Council are getting paid too.

Total amount of the grants 1.8 Million of that amount that can/is being used on the river now or soon 1.25 Million

That’s a lot of money and as I keep saying just a bit of the total amount coming to Racine WI in the few years
